Okay, someone smarter than me searched a patent site and found a patent and some description.

The roller was made in the early 30's by the Continental Manufacturing Company of Elgin, IL. Attached is a picture of one of the pages and full PDF copy of the 1931 patent by inventor Lee W. Siegel. He originally designed the roller for golf course work, but it was also used for tennis courts, athletic fields, asphalt patch work and rock asphalt resurfacing. In 1932, the roller was powered by a 15HP, 4-cylinder, heavy-duty industrial gasoline engine with electric starter and generator. However there were no specifics on the brand of engine.

 

Lee Siegel was the Vice President & General Manager of the Continental Manufacturing Company and in 1932 the company exhibited their new roller with trailer called the "Banty Power-Roller". The roller was nationally distributed by the Superior Construction Equipment Company of Chicago. I'm not sure when production of the roller ceased.
